Parliament traffic over 'framework law'

Preparations for the "framework law" bill on parliament's agenda entered their final stage, as representatives of political parties held a flurry of meetings at the Turkish Grand National Assembly (TBMM). Before submitting the bill to the TBMM Speaker's Office, the AK Party held contacts with representatives of the DEM Party, the MHP, HÜDA PAR, the CHP, Yeniden Refah and Yeni Yol.
Parliament Speaker Numan Kurtulmuş also met separately with AK Party Deputy Chairman Efkan Ala and AK Party Group Chairman Abdullah Güler to review the final preparations on the bill.
AK Party visits DEM Party and MHP
AK Party Group Chairman Abdullah Güler and Deputy Group Chairman Abdulhamit Gül held a roughly two-and-a-half-hour meeting with Özgür Faik Erol, a member of the DEM Party's İmralı delegation and a lawyer at the Asrın Law Office, DEM Party Deputy Co-Chair Öztürk Türkdoğan, HDK Co-Spokesperson Meral Danış Beştaş and Şırnak MP Nevroz Uysal.
The meeting reportedly briefed participants on the content of the "framework law" bill, though no detailed statement followed from either side. Asked by reporters, HDK Co-Spokesperson Meral Danış Beştaş said only, "After all, everything is already in the press."
Following the DEM Party meeting, the AK Party delegation met with MHP Deputy Chairman for Legal Affairs Feti Yıldız. Speaking afterward, Yıldız said, "We are in agreement, there is no snag."
The AK Party also held a roughly one-hour meeting with HÜDA PAR lawmakers. The party's leadership reportedly held separate contacts with representatives of the CHP, Yeniden Refah and Yeni Yol as well.
Bill opened for lawmakers' signatures
The AK Party has opened the "framework law" bill for signature by lawmakers. Party MPs were asked to complete their signatures by 5 p.m. today.
Once talks with political parties conclude, the bill is expected to be submitted to the TBMM Speaker's Office on Wednesday. It is then expected to go before the Justice Committee before reaching the General Assembly agenda later this week.
Today's Advisory Board meeting is also expected to address parliament's working calendar and the state of consensus among political parties on the matter.
DEM Party convenes MYK with extraordinary agenda
The DEM Party will convene its Central Executive Board (MYK) today to discuss the "framework law." The meeting, originally scheduled for August 12, was moved up because of recent developments in parliament.
The session, set to begin at 10:30 a.m., will be chaired by Co-Chairs Tülay Hatimoğulları and Tuncer Bakırhan.
The MYK will review the latest status of the process along with the content of the "framework law" bill, the review timetable at the TBMM Justice Committee and General Assembly, probation regulations, the provisions on loss of rights under Article 53 of the Turkish Penal Code, and the DEM Party's political stance on the bill. Preparations for the party's 5th Ordinary Grand Congress, planned for September 20, are also expected to be discussed.
