DEM Party's Çandar: Only Erdoğan, Kalın and Öcalan know what's in the framework law

RastinewsSpeaking about the İmralı Process Framework Law, whose draft has been prepared and which is expected to go before parliament in the coming days, DEM Party's Cengiz Çandar said the bill's contents are known only to Erdoğan, İbrahim Kalın and Öcalan.
Speaking to Rûdaw, Çandar said he expects the Framework Law to be submitted to parliament this week and passed into law within the same week.
According to Çandar, parliament will go into recess once the bill becomes law:
"The information that has reached us is that the draft is expected to be submitted to the Speaker's Office on Monday. Under parliament's internal rules, there are stages it must pass through to become law. The expectation is that the draft will clear committee and be sent to the General Assembly within 24 hours. It's likely to become law next Thursday, meaning the 6th or 7th of the month, after which parliament will go into its summer recess."
Çandar noted that the draft text has not been shared with political parties, and said his own party has not been briefed on it either:
"As of now, no party, including DEM Party, has yet seen the content or the wording of the draft. President Erdoğan, of course, has seen it. MİT [Turkey's National Intelligence Organization] chief İbrahim Kalın presumably knows it, and Abdullah Öcalan is certainly aware of it too."
Çandar said the AKP has shown a hesitant stance on the matter, adding: "The actual plan was to bring this law after parliament reconvened, but pressure from [MHP leader Devlet] Bahçeli and demands from the opposition forced the government's hand."
Çandar said the return process for PKK members under the law would take place in stages, continuing:
"It won't happen all at once — it will follow a timetable. It's known that Turkey's security agencies already hold lists of names not directly linked to prosecutions tied to a specific crime. A group of guerrillas and some individuals in Europe will be first to benefit from this staged timetable, followed by those currently in prison. Once the draft is made public, it will become clear exactly who will come forward and in what numbers."
